It is used as an outlet for liquid storage tanks.
This is a 3 piece assembly. The outlet fitting is pushed through the tank wall, a gasket/seal is placed between the outlet and tank wall and then then the nut is tightened on the outlet giving a good seal.
The part comes with a gasket / seal to ensure a proper fit
